could it be a young horsetail?
I think you are right Tony, the RHS web site refers to
‘In spring, fertile light brown stems, 20-50cm (10-20in) tall, appear with a cone-like spore producing structure at the end of the stems.’
And there are comfirming photos on the web.
The RHS does not like them at all!
